Police used tear gas to disperse protesters as the Brazilian government voted on a controversial bill that would freeze public spending for 20 years. The protesters see the bill as a harsh austerity measure. As the demonstration continued, the Senate voted by 61 to 14 to approve the constitutional amendment on a public spending cap. A final vote will take place on December 13.
