The German paedo-files

A leading researcher at Berlin's center for educational research, Helmut Kentler, was convinced that sexual contact between adults and children was harmless and proposed a “social experiment” to place homeless children in the care of known pedophiles. The practice continued for more than 30 years from the 1970s into the early 2000s. The actual number of victims has yet to be confirmed.
