Who is the Beast?

Until recently, there have been no laws regarding the keeping of animals in Russia. The situation should change with the adoption of a new law on responsible treatment of animals. Years of corruption and lack of control cannot be reversed overnight. Humane stray animal control practices and licensing of zoos and circuses should result in fewer cases of animal mistreatment, but it will take a group effort and some targeted funding.
