Name a country that is neither a member of NATO nor the EU, yet still takes part in the former’s military exercises and the latter’s sanctions. It’s Switzerland, a country that has had neutrality enshrined in its constitution since 1848. With the Swiss set to vote on how that principle should be applied in the future, what does it even mean to be neutral in 2026?
