Russians are big believers in their own special way of dealing with universal problems, especially when it comes to HIV/AIDS. For years, public health officials frowned upon harm reduction programs, relying instead on traditional family values to stem the growth in new infections. But with the number of HIV/AIDS cases reportedly surpassing one million, has the time come to change tack?
