Like few other countries, Russia is everything all in one. It’s a state with a progressive constitution and centuries-old customs, a state where the centrally mandated rule of law often comes into conflict with local culture. Being too zealous in applying one or the other usually leads to tensions, while being too lax usually produces the same result. How elusive is the balance between the two?
