The plane was carrying 65 Ukrainian prisoners of war for a swap with Russia. Locals in Belgorod say the pilots steered the plane away from a nearby village to avoid impact. No locals were injured. As Moscow says the plane was downed by a Ukrainian missile, it notes the next step is to bring the case to the US Congress and German Bundestag. As the downed plane makes headlines, Ukrainian media outlets reported on Kiev's role in taking out the aircraft. However, they quickly drop any references to Ukraine's direct responsibility.
