Authorities state at least three civilians have been killed after the city of Donetsk came under Ukrainian shelling on Tuesday, with the city's administration building and residential areas hit. Russia's foreign minister condemns the killing of journalist Darya Dugina - stating those found guilty will be shown no mercy. That's as Moscow says it will raise the 'car-bomb-assassination' at a UN Security Council meeting. Arrests are made in Latvia, as people make a last ditch effort to save a memorial to soviet soldiers who battled Nazi forces in World War Two.
