UK ministers apologize, saying they feel "deeply ashamed" after a review reveals that thousands of rape victims don't see justice. Victim support groups, though, say it's too little too late. Devastating floods leave one person dead and 18 injured in southern Russia's Crimea province. Authorities have declared a state of emergency, with thousands evacuated from their homes.
