The Russian government resigns following President Putin’s state-of-the-nation address in which changes to the constitution were proposed. The ministers will continue in a caretaker role until until a new government is formed. In that annual presidential address to Russian lawmakers, Vladimir Putin suggests shifting the power to appoint the Prime Minister, and the whole Government, to parliament. After Washington's assassination of Iran's top general, America's top diplomat says it's all part of a new 'deterrence' strategy with warnings for Russia and China, too.
