President Putin visits the city to pay his respects - promising that those responsible will face justice. People gather across Russia to commemorate those who lost their lives, as authorities declare Wednesday a day of national mourning. Moscow says it won't tolerate boorishness and will respond - as two-dozen countries worldwide expel Russian diplomats, in a show of solidarity with Britain, which blames Moscow for the poisoning of a former double agent.
