Parking attendants chalking tires declared unconstitutional

A federal court in Michigan has ruled that chalking the tires of illegally parked cars violates the drivers’ 4th Amendment rights. Judges ruled that chalking is a form of trespass that should require a warrant. Scottie Nell Hughes reacts.
