Putin’s agreement to head the ruling party creates an interesting new system of checks and balances, according to political analyst from the Carnegie Centre in Moscow, Nikolay Petrov.
“The fact that Mr Putin will control United Russia means that his position as Prime Minister will become much stronger,” Nikolay Petrov said.
