The voting papers, polling booths and the one and only ballot box were delivered by plane to the post from the mainland. Several dozen border guards and their family members have already cast their ballots. Authorities in the Arkhangelsk region say the early vote is continuing on vessels which will be at sea on the day of the presidential election.
