The European Court of Human Rights has ruled that Bosnia’s Constitution discriminates against people based on their origin. Journalist Nebojsa Malic believes no constitution can overcome the main fear of the country.
The court’s decision follows an appeal by two Bosnians – one of Jewish origin and another of Roma origin – who claim they were banned from running for high office because of their racial background.
Malic agrees that “all communities in Bosnia should aspire to a country where it doesn’t matter what the president’s name is,” but he notes that achieving it would mean overcoming the essential problem of the country, which is the feat that “one ethnic community may come to dominate others through the apparatus of the central government.”
