Irish consular officials visited Paul Whelan in a Moscow jail and evaluated his detention conditions as “normal,” according to Whelan’s brother. Whelan, a former US Marine, was arrested in December on charges of espionage. It has since emerged that the American is also a citizen of Ireland, Britain and Canada.
