The Russian rival to the American GPS navigation system, GLONASS, won't be ready for at least another year, according to Russian newspaper Kommersant.

It's reported the system needs two more satellites to be sent into orbit. Also, there is still a lack of equipment on the ground and some of the gear in space already needs to be replaced. The designers plan to have 18 functional satellites by the end of this year.
