Russia's National Anti-terrorist Committee has ordered a special crisis centre be set up within the Foreign Ministry, and crisis headquarters be created at Russian embassies abroad.

The committee is concerned at the growing number of terrorist acts and crimes targeting Russian facilities and citizens in foreign countries. According to the head of Russia's Federal Security Service there have been twenty incidents during the past 18 months alone. The centres are aimed at preventing threats to Russia's national interests and will be supervised by Russia's foreign ambassadors.
