Russia's Parliament has passed a bill specifying the rights and obligations of private security firms operating in the country.
Private security guards are entitled to use force, so long as they do not breach a citizen's constitutional rights.They are also obliged to report criminal and suspicious activity to the police.The debate over private security firms heated up after an RT editor was shot in the leg at an upscale cafe in central Moscow.She said that the cafe's staff – including its security guards – offered no help in calling the police or an ambulance.
