Former U.S. Deputy Secretary of State Richard Armitage says he's convinced Washington didn't encourage Georgia to start the war.

“It seems to me that [Georgian President Saakashvili] wouldn't have done this . without feeling that he had some backup. I think there must have been miscommunication because I'm sure the US administration would not tell him to go ahead,” said Armitage.
