General Pervez Musharraf's decision to step down as Pakistan's military chief is unlikely to change much in Pakistan, where stability still relies greatly on military control, according to RT's military analyst, Evgeny Khrushchev.

General Musharraf says he expects to quit as army chief by the end of the month. He imposed emergency rule ahead of a Supreme Court decision on whether his re-election was valid while he remained head of the military. The president insists the emergency measures are necessary to ensure peace and transparency in the upcoming parliamentary elections. “From the democratic perspective it [election] will just be a sham, if emergency rule continues. Conducting elections under emergency rule could create a precedent of 'democratic dictatorship', if I may say so. This creates a hard dilemma for the United States – the major backer of Pakistan. The dilemma is between stability and democracy. And it's unlikely to be resolved in the near future,” says Mr Khrushchev.
