According to German newspapers he will recommend the sides agree to the non-use of force and a recovery process with money that Germany has collected from donor-states. The political status of Abkhazia is also expected to be determined under the plan. As part of the visit, Steinmeier is due in Abkhazia for talks with local leaders. The trip comes amid high tensions in the breakaway republics, which have been shaken in recent weeks by gun battles and bombings.
