The CIA is likely to receive further criticism on Wednesday for its alleged use of secret prisons in Europe. A report is due to be presented to the Parliamentary Assembly of the Council of Europe by Dick Marty, the Chairperson of its Committee on Legal Af

Mr Marty alleges that both Poland and Romania colluded with the CIA to host secret detention centres. He also says some other European countries helped the U.S. intelligence agency to transport what they call “ghost prisoners” across their territories. The Council of Europe re-affirms its position that war on terrorism can and must be fought using methods consistent both with human rights and with the law.
