An international forum examining the challenges facing small oil refineries in Russia has entered its second day in Moscow.

The two-day gathering of experts, government agency representatives, and industry management, has discussed wider issues facing the large-scale refining sector,  construction, and investment into small refineries. Topics to be covered in today's sessions include fuel quality, additives, chemicals, and the development of new oil products technology. The president of the Association of Small and Mid-size Oil and Gas Companies, Elena Korzun, says the industry can benefit from more involvement by private companies, and more competition among them. “This conference is a very important event because it raises urgent issues.  The independent sector of Russia's oil production industry is currently in a difficult state. This is because the sector is in the midst of a process of consolidation.  The industry is under the influence of growing state control.  It is a very a important sector, and its development is dependent upon the level of competition within the business,” commented Elena Korzun.
