Frozen Ambition?

Cold, large, scarcely populated, but with the ambitions of a great power – that description fits not just one, but two Arctic giants. Together, Russia and Canada control about 75 percent of the Arctic, but are still struggling to come up with a coordinated regional policy. What is standing in their way? To discuss this, Oksana is joined by Michael Byers, Canada Research Chair in Global Politics and International Law at the University of British Columbia in Vancouver.
