The Syrian war has produced an endless stream of refugees and internally displaced persons. And as winter approaches, their dire situation is fast becoming critical. How well are humanitarian organisations able to reach and help people in need, and can they safeguard against losing their neutrality amid the suffering and hardship they encounter on a daily basis? Oksana is joined by Stephen O'Brien, the UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, to discuss these issues.
