The dismantling of Syria's chemical arsenal amid its raging civil war has been heralded as a great diplomatic success. But with the unstable security situation and chemical materials still present in the country, has the risk of a chemical attack been completely eliminated? And how can the international community ensure that non-state actors comply with non-proliferation norms?
