Europe seems to be beset by problems these days. On the one hand the Lisbon Treaty, designed to shape the future of the EU, failed after Irish voters rejected it in a referendum. On the other, there is still uncertainty about the future of relations between Russia and the EU.  How will the two sides negotiate a new strategic partnership? And what do they need from each other?
