The Libyan rebels have so far proved to be incapable of overcoming heavily-armed forces loyal to Colonel Gaddafi. The international coalition is providing air cover for the rebels while maintaining the no-fly zone. And although no ground intervention has been promised, the Western coalition is considering the possibility of supplying arms to the Libyan opposition.
