Both Russia and the U.S. agree that relations are strained following the dispute over plans by the United States to install missile defence systems in Europe and also over the issue of Kosovo independence. But during a recent visit by the U.S. Secretary of State to Moscow, it was agreed that it’s “necessary to tone down the rhetoric in public statements and concentrate on concrete business”. What steps can both sides make towards better relations? This and other issues are being discussed with the president of the Discovery Institute in Seattle, Bruce Chapman.
