At the age of six, Dr. Baker Abdel Munem took refuge with his family in Amman in Jordan, when the 1948 mass deportation of Palestinians took place simultaneously with the implementation of the Balfour Declaration. Graduating in Mechanical Engineering from Cairo University and then serving as the head of the main electric power station in Jordan for seven years, he returned to Cairo University to continue his studies and acquired a Masters in Mechanical Engineering. In addition, he studied for a Ph.D. in Mechanical Engineering in Czechoslovakia, a Ph.D. in Economics in Germany and also a Ph.D. in Political Science in the United States. His first diplomatic posting began in 1983 as the PLO Representative to Japan. He served as the Head of the Permanent General Mission of Palestine in Japan. He totally immersed himself in Japanese cultural life and Dr. Baker Abdel Munem wrote several books in English, Japanese and Arabic. Later, he became the Palestinian Ambassador to Canada and in 2006, he arrived in Moscow for his third posting as the Ambassador of the State of Palestine to the Russian Federation. Dr. Abdel Munem is articulating the Palestinian quest for statehood and engaging Russian people in the building of the Palestinian State.

The talks were overshadowed by the recent power sharing deal struck between the Fatah and Hamas parties.
