Vehicle theft across Russia is on the up. It's been increasing steadily since 2000, and peaked in 2006 when 122 thousand cars were stolen. Every day, 26 cars are taken in Moscow. The country has the highest rate of vehicle theft in Europe, but at the same time boasts the highest recovery rate. A special department has been created at the Russian Interior Ministry to crackdown on car theft.
