The New York City Police Department is backing down on plans to use a counter-terrorism force to police protests. Commissioner Bill Bratton last week described the newly proposed unit as necessary to handle “events like our recent protests, or incidents like Mumbai or what just happened in Paris," provoking a harsh outcry from both activists and citizens.
