Voting 524 to 43, the legislative body overwhelmingly approved the measure, with some members of parliament opposed being shouted down for their views. Upskirting, or taking inappropriate and unauthorized photos underneath someone’s skirt, is a constitutionally protected activity a Texas court recently found. 53-year-old Ronald Thompson was charged with 26 counts of “improper photography,” but argued his actions were legal thanks to the freedom of expression; an appeals court ultimately agreed and found him not guilty.
