It is international terrorism that stands behind the latest terror attacks in Russia's North Caucasus, says the head of Russia's Security Council.

The comment at the end of the article is pure speculation. There is really no one who knows much about the extent, motivations and funding of terrorist activity. Guessing on the brand names is particularly not helpfull. The only usefull piece of information is the location of possible gathering/training of militants. However, while Afghanistan and Pakistan are obvious, as they are states with no effective state organs, occupied or semi-occupied, and without effective controls of such activities. But they are not the only ones. Drugs, their production and transport from Afghanistan leave a long trail of money, and with it, various terrorists-for-hire. The most important issue, however, is the funding source and the political enablers. Without political cover somewere along the way, as well as the sources of cash, weapons and passports, these cannot operate. International terrorism is, therefore, by far more complex issue then the collection of drifters who discover a cause. It is also a far cry from a local score-settling. But whereever local problems exist, tribal or organizaed crime, international links will be easily added to it, to direct and use such local milieu.
