President Medevev has announced during a speech to young scientists that Russia is to build its equivalent of Silicon Valley in the village of Skolkovo near Moscow.

Remember that the Silicon Valley project was tied to good universities in the area, first of all Stanford University. So the best Computer Science Campus and software companies are already located in the Central region of Russia, that will be the right place. If Krasnoyarsk, Novosibirsk or St. Petersbourg enjoyed from bettee software professionals and companies they would be a better place.

Awesome, my hopes are for Russia to outcompete Microsoft and invent develop a Total new smart fast computer system and a software core assistant with artificial intelligent capabilities. Its needs to organize collect data from the internet and log activities of a person or organization monitor any given parameters. My personal assistant is really what I would love to have.

There are only two European internet companies with a level of traffic similar to the Americans amazon.com, ebay.com and myspace.com, and both of them are from Eastern Europe: one is livejasmin.com, which is based in Hungary; and the other, yandex.com, which is based in Russia. Also, the two most important software antivirus companies are the American McAfee and the Russian Kaspersky. So it is evident there is an important base already for software in the Russian Federation.

And we cannot forget the essential contribution from Defense companies in Silicon Valley, which in fact started years ago thanks to Government investment in R&D Defense projects. So to create a Russian High Tech Cluster both venture capital and public spending, both innovative projects and old companies, all in the area of high technological research: software, chips, hardware, have to be taken into account....and perhaps after all the effort another region in Russia can result more attractive for research in the future. Who knows.

The problem is you'll be using American technology to try and advance your own. It's wiser to just upgrade to new American tech every two years, otherwise you'll always be playing catchup.
