Gambling banned in southern Russia

After some failed attempts to relocate gambling spots to designated zones, Russia is considering building a family-friendly casino resort in the more popular holiday area near the Black Sea.

When will the Russian government stop taking decisions only with their heads and start doing it also with their hearths? You cannot do things only by top-level decision makers; it just does not work. It really puzzles me to see all this waist of energy and time. Russian people deserve a better treatment.
