Moscow is against NATO's anti-missile system becoming part of the US shield, but will consider the idea of Russia and NATO forming a “missile umbrella”, according to Russia’s NATO envoy Dmitry Rogozin.

I think an integrated defense system is the best for Russia, Europe and America. Superpowers cannot act on their own in today's world.

Russia could take the route of building a system with NATO. However, a better approach may be to build one directly with Germany, France, Italy and Spain. In terms of negotiations and stability, this would be a far more practical solution. A combination of these countries could yield a high performance defence solution for both Europe and ourselves that has engineering excellence coupled with political and economic stability.

This sounds like the most sensible solution to the problem. Making a shield effective against Russia is some combination of uneccessary, unaffordable, impossible, and not worth the cost. My impression is it would be all of those, and it would only need to be one of them to make it a bad idea. Working with Moscow to defend against rogue states is good idea. However, it should be part of the agreement that Russia may not export the technology used in this shield without the consent of its fellow participants. Russia has a history of selling Iran defensive technology, and possessing defensive technology can help you discern ways to penetrate it. Additionally, as Russia noted with the scrapped Eastern European shield, defensive weapons can be threatening. Which makes sense, since defensive and offensive weaponry complement each other and thereby augment each other's functions.

Aimililos G - Absolutely correct, there are no angels, everyone has a history, but that is why Russia needs pick the best development vector for security that exists NOW. Until the EU forms into one superstate, where Germany, France, Italy and Spain dominate in voting numbers and control the rest, there will be a time when there is just infighting in the EU. Until Germany, France Italy and Spain take over the political direction of the EU as the superstate forms, it makes perfect sense to start and maintain the implementation of a missile shield with them. Indeed it can be the start of an inclusive European defense architecture. The US has no place in this other than a potential technology subcontractor, neither has NATO either due to their undemocratic voting structure that is independent of population.
