Having been in the Navy and retiring I know for a fact that this exercise is held every year and it is called "Operation Team Spirit". The North is invited every year to observe the exercise and they decline. This crap as been going on for a long time. We have marines sitting in bunkers at the DMZ and the North has the same on the other side. This is not new news.
