Unpaid power bill causes traffic chaos

Traffic lights in the southern Russian city of Elista are set to be switched off because the city hasn't paid electricity bills.
The lights were formally controlled by the road police, but now there's an argument about who exactly is responsible for paying.
Traffic controllers were brought in to bring order to the confused streets as the lights were switched off one by one.
