Despite multiple attempts, Russia’s deputies have been unable to clearly define the difference between acceptable erotica and banned pornography. The challenging task was successfully tackled by the Ministry of Culture.
If the officals have a problem making a distinction bewteen erotica and pornography, how do they expect young vulnerable adults to reach an understanding of the difference.? And, in the final analysis, does it really make a difference, if it does not harm anyone, and no one has been coherced into any form of either, in whatever form it is shown? So much of what happens in the sex industry is subjective, and the business side of it panders to what the public wants. So, why not let the public decide. It is, afterall, the public who have children growing up, and some of them end up being officals in government, who have no idea about the difference!! So, should it be such an issue?

If it excites at all, it's porn.
