Russia’s business community to approve all draft laws on their activity

Businessmen working in Russia will soon have a say on all laws affecting their interests, even before they are adopted.
The Ministry of Economic Development has just launched a special department to consult the country’s business communities.
The communicating will be carried out in the form of questionnaires: the new department will send out special forms to business communities and trade unions, asking them to comment on new drafts and offer their opinions.
The business leaders will also be given a full “translation” of legal documents into everyday language, so that they can understand what exactly the new law would mean to them.
After that, all the feedback will be sent back to the ministry, which will then discuss the draft again and make any necessary changes.
Experts, however, are afraid that the reform will fuel the growth of bureaucracy in the country.
“There is a danger that people will be addressing the department with their concerns and won't receive timely and adequate answers – just meaningless acknowledgments,” Tatyana Komissarova, from the Higher School of Economics, told RT. “In that case, the enthusiasm will be over very soon. That's why the work of this department should be very well organized and businessmen should be made familiar with the procedure.”
The move comes as part of the government’s efforts to improve the country’s business and investment climate and to make Moscow an international financial center.
“Clearly, the government understands that there is a need to forge ahead very aggressively,” Yaroslav Lissovolik, the chief economist of Deutsche Bank, told RT. “Especially with cutting red tape, pursuing administrative reform, reducing licensing and all sorts of other requirements for businesses, and so on.”
