The country has warmly welcomed the suggestion to discuss online a draft law on the police, the Ministry of Interior announced.
The draft has been published on the ministry’s webpage, inviting everyone to join in on the brainstorming.
According to Russia’s Interior Ministry, the general public has received the reform well and supports it as a whole: 15,000 people have already commented on the document.
Still, there has been some criticism: a few officials within the police itself said that not enough is being done to improve the economic benefits of those serving in law enforcement agencies so that they opt against taking bribes. They also said that the legislation is not precise enough.
The reform will consist of several steps: through September 15 the public can post comments online; then a special committee will be set up to analyze the comments, after which the State Duma will pass the draft into law by January 1, 2011.
The Ministry of Interior has also suggested regular testing of its employees’ knowledge of the constitution and legal framework of Russia.
