Russia wages war against users of pirated materials

A new presidential decree has just tightened the laws on piracy in Russia: as of now, anyone can face a fine for simply using pirated materials.
Previously, Russian law required paying copyright holders only if their material was publicly distributed.
It is still possible, however, to avoid punishment if an individual can show that it was "absolutely necessary" to use pirate copies.
Still, the new law does not specify what counts as "absolutely necessary."
Russian piracy laws are, at last, in line with European laws. This removes a major stumbling block on Russia's joining the WTO.
