After seven years of heated debates, Moscow authorities have at last come up with a draft law on keeping pets.
Civilizations are judged historically on how they treat there weakest members. Now they can be judged on how they treat there weakest dependents. And that includes all of the animal companions that humans have created. The whole idea of 'Pets' negates any autonomy for the animal concerned. The Pet figures solely as vehicle for human satisfactions.
