Aiming to involve a multicultural community in city life, the Moscow government has created a new program for politics in a multiethnic society.
The authors of the initiative say they recognize the problems linked to migration and to “newcomers” adapting to new locations, but they hope that Moscow will become “an example of ethnic tolerance in the 21st century.” Analysts believe the issue is so pressing that the Moscow authorities can no longer ignore critics.
According to the program, in the foreseeable future migration could become the only way of compensating for the natural population decline, as up until 2025 there will a constant drop in the workforce of Moscow.
One of the main issues to be addressed is the uniting of migrants into isolated communities. To tackle the problem, the program urges the authorities to promote the integration of migrants, to protect regional markets from an uncontrolled influx of a migrant work force, and to hamper the development of shadow markets and markets controlled by migrant communities.
Other suggestions are to cooperate with religious organizations and to introduce in Russian schools such subjects as “Basics of World Religions” and special “lessons of international education.”
“We are living in a new world. The reason for conflicts is mainly the misunderstanding of ethnical, lingual and cultural particularities. It means we need to set the rules of cohabitation,” said Irina Gorkova, deputy chairman of State Duma Nationalities Committee, as quoted by Kommersant newspaper.
The mass media’s task will be to promote tolerance and to strictly follow an ethical code while talking about interethnic relations. Journalists will also have to assist government in creating a new image of the country.
Vinay Shukla, a journalist from Press Trust of India, believes that the new image of Russia is a key to success in tackling nationality issues.
“In the Soviet period, it was no big problem to integrate. There was a state ideology of internationalism in place,” Vinay Shukla told RT. “Today Russia lacks this ideology.”

How about this? Stop the illegal immigrants and corporate greed!!! The corruption of these big government deals, big companies, and illegal migrant workers coming here. Crime leads to more Crime!!!!!!! The bank room deals between government and corporations leads to more money skimming and pay offs. Then they want the cheapest work force hence the migrant workers. They come here and get used, so they rape pillage and burn. Markets are criminal too. Try setting up shop legally next to migrants!!! HAAAAAA!!! They'll run you out of town and they are most not even legal residents! No, these programs are idiotic and are coming from the source of the very problem... It is their attempt to pour cold water on the growing rage. Moscow is the most unbearable city due to migrants and regional fortune seekers. Soviet Union didn't have this problem.. Soviet Union was a group of different nations... Now they all come here for money... Most of the Asian nations rely on migrant workers in Russia as they are near 50% of their state budgets!!!!!!!!! The situation is ridiculous and needs to be taken care of, but not by forcing the our nation's border to be disrespected and out people to force allowing non legal migrants fill up jobs all to satisfy corporate and governmental greed. That is the basis for anger. They try to make us seem racist and deflect their criminality onto innocent people of Russia. You have Muscovites with their tails tucked between their legs accepting this! It is horrible to see after centuries of honor, this newly found system of Greed has its citizens disgraced. Sad..........

I agree one hundred percent with Artyom! Illegal immigration, which is ignored by the United States government as a true crime, goes largely unenforced. There is pathetically little done to prosecute the businesses from hiring illegal immigrants over citizens. I know citizens in several states who are working two part time jobs with no benefits but I also see illegals working working "full time" as laborers and semi-skilled jobs and in most cases these illegals are using bogus identification including some American citizen's social security number. If our new left wing dominated government moves to grant amnesty to these illegals, our economy will decline from a recession to a depression. Illegal immigrants have actually demonstrated several times in Washington D.C. to demand amnesty and to be rewarded with citizenship! Counter demonstrators who also formed to show their opposition were called "racists" by the illegals. What is even more astounding, no law enforcement officials of any kind, federal, military, or District of Columbia law enforcement, took any action to actually check the identification of these aliens and thus determine how many were legal or illegal. Therefore, no arrests or detainments were ever carried out and our own government acted as an accesory to a crime against its own laws! The United States is a shell of what it was three decades ago and the efforts to create workable solutions to correct these problems by active, productive citizens are greatly ignored. Russia MUST control illegal immigration and it must control any companies who hire illegal over Russians who seek employment. The first duty of any government worth having is the duty to its citizens, specifically to the will of the majority of its citizens. This duty is being circumvented by the United States government at the expense of its future as a first world nation, let alone a world power.
