Moscow mayor Yury Luzhkov has topped Forbes magazine's list of Russian officials with the highest annual household income.
He's the Robert Mugabe of Russia. A poster-boy for all that is wrong in the world.
All the while, Moscow will have a budget deficit for 2011... Lovely....
