Zero blood alcohol level for drivers illegal – lawyer

A lawyer has called into question the legality of Russia's new law on drink driving, requiring drivers to have absolutely no alcohol in their systems.
The lawyer claims that the law clearly contradicts some provisions of the Vienna convention on Road Traffic, which Russia ratified back in 1986.The convention, he says, allows for a small amount of alcohol in the bloodstream, while the new law allows none.
According to Russia's Constitution, international obligations have a priority over domestic laws.
Some other lawyers, however, believe there is little chance that the law will be abandoned. They say the existing law remains unclear as to what exactly is considered to be zero blood alcohol level.

Zero blood alcohol level means zero blood alcohol level when one is behind the wheels. This is a good legal policy that will save lives; it must be changed.
