Russia is launching its answer to Silicon Valley – a large scientific centre that will pioneer the country's research and innovation.
It doesn´t have to be any "answer" to Silicon Valley (which after all is 50 years old), even if it can learn from the success and mistakes of California. The new Russian scientific center needs the best broadband internet connection in the Russian Federation, a good enviroment, a good partnership with Russian Universities, access to venture capital, good infraestructure, even R&D centers from multinational companies like IBM, Nokia, Siemens, Intel, Samsung etc. should have a place in the area.
In the project of this scope it is crucial to remember about practicality, something Russians are not always good at. Yes, the place must have good atmosphere that will entice people and companies to come and stay, it must have creative, innovative, forward looking and esthetically beautiful environment. But it also must be convenient and practically efficient. Finally, there must be a clear plan for when and how investments into such center are expected to pay off. Good luck! This may be the place to be in the future. Hope to be there.

Good. Great. Wonderful. Now, do not do what was done before - use this power of science, math, and creative genius to enrich an elite and not edify, exalt and therefore, produce the comfort all humans are to receive from the divine .. which is where it all happens to be free, from.
