Police caught “fighting alcoholism” among dead

Several policemen have been revealed to have delivered false reports about detaining people for drinking booze in public places.
The fraud was unearthed when several people listed as violators in papers turned out to be long dead, say prosecutors in Nizhny Novgorod in central Russia.
Further investigation showed that not only did the policemen forge evidence, but also they failed to do a proper job in catching those committing real misdemeanors.
A total of 22 counts of fraud were exposed. The perpetrators face sentences of up to two years in prison.

You see, the problem is, that the MVD is using Stalin style methods of the NKVD. It is a system were quantity goes over quality. The police men are being given certain quotas of cases they have to deliver in a year. And so instead of really going out there and fighting real criminals and real problems, they make up cases either on paper or arrest innocent citizens, so just to make the numbers. If this system isn't dropped, the police will never do what it actually should do - "to protect and to serve"...
